Mr. Chair,

My delegation associates itself with the statements of the Association of Southeast Asian Nations (ASEAN) and the Non-Aligned Movement (NAM).

We share the concern expressed by other delegations over the deteriorating international security environment. Global military spending peaked in 2022, and nuclear-armed states continue to modernize their nuclear arsenals. At the same time, setbacks and slow progress in nuclear disarmament prove disappointing, especially to the vast majority of states who do not possess nuclear weapons.

While all states are committed to pursuing nuclear disarmament, it is the Nuclear Weapon States (NWS) that must shoulder greater responsibility and redouble their efforts to totally eliminate these destructive weapons. More efforts should be paid to promote dialogue and reduce tension. In this connection, we call on advancing legal-binding negative security assurances and establishing new mechanisms to promote strategic arms reduction among nuclear weapon states.

Mr. Chair,

Total elimination of nuclear weapons is the only way to guarantee against their use and threat to use. My delegation reaffirms Viet Nam’s consistent policy of supporting all efforts on the non-proliferation and disarmament of nuclear weapons toward a world free of nuclear weapons. 

In this regard, Viet Nam appreciates the efforts of Member States in holding the meeting of the Working Group with the view to strengthen of the review process of the Nuclear Non-Proliferation Treaty (NPT) in July. We welcome the recent convening of the First Session of the Preparatory Committee for the 2026 Review Conference of the Parties to the NPT. We hope that this new review cycle will provide us with better momentum towards general and complete disarmament. Member states, especially NWS need to fully implement their respective obligations under the Treaty, especially Article VI thereof.

The NPT should be complemented by other crucial legally-binding instruments including Comprehensive Nuclear Test Ban Treaty (CTBT) and Treaty on the Prohibition of Nuclear Weapons (TPNW). We look forward to the convening of the Second meeting of State Parties to the TPNW this December. We continue to call for the universalization and early entry into force of CTBT with the accession of the remaining States listed in Annex 2 of the CTBT. An early commencement of negotiation of a treaty on fissile material cut-off  should be addressed. 

Mr. Chair

Pending the total elimination of nuclear weapons, we acknowledge the important contribution of nuclear-weapon-free zones to bring us closer to a world free of nuclear weapons. 

In thisregard, Viet Nam reaffirms its commitment to the Southeast Asia Nuclear Weapon Free Zone (SEANWFZ) Treaty and looks forward to working closely with the Nuclear Weapon States for their early signature and ratification of the Protocol to the SEANWFZ Treaty. 

We encourage the establishment of other nuclear-weapon-free zones, including the nuclear-weapon-free zone in the Middle East. 

We are convinced that dialogue and negotiations will make positive contributions  to the advancement of peace, security and development on the Korean Peninsula.

Mr. Chair, 

Viet Nam reaffirms the inalienable right of states to use nuclear energy for peaceful purposes.  We support the valuable role of the IAEA in promoting peaceful applications of nuclear technology and look forward to further cooperation with  IAEA in the area of mutual interest. 

Let me conclude by reaffirming Viet Nam’s strong commitment to engage and contribute effectively to the efforts of international community toward a world free of nuclear weapons.
