At the seminar "Restructuring Vietnam rice sector period 2014-2020 towards higher added value and sustainable development for the construction of new countryside," the Ministry of Agriculture and Rural Development in collaboration the international rice research Institute (IRRI) held 26/11, in Hanoi, IRRI has proposed agricultural support Vietnam shifted from rice production fragmented nature, lack of competition to growth comprehensive development, quality, added value and sustainable development, contributing to the modernization of Vietnam rice sector.
Rapid and sustainable growth of the agricultural sector, especially rice sub-sector is the foundation for the comprehensive development of Vietnam's success. However, as reported by the Asian Development Bank (ADB), Vietnam's agricultural sector must now face a difficult task when the contribution of this sector to GDP is down from 20% in 2010 down 19% in 2013 ... Therefore, the agricultural sector will require significant changes to the rice subsector overcome these challenges and become the largest sub-sector contribution to the development of the country. However, if restructured properly and appropriate solutions agricultural surely will continue to generate exports and accounts for a high position in the economy.
Dr. Robert Zeigler, Director General of IRRI said, although in recent years, Vietnam's rice industry has made remarkable progress, but needs to improve a lot. This is evident in the farmers remain poor, yet effective production potentiality. "Vietnam has exported rice to many countries in the world but not of good quality, the rice production sector is not competitive. However, with the inherent strengths and the support from the experts from IRRI I believe that Vietnam's rice industry will progress further development, "said Robert Zeigler said.
To achieve this, IRRI has launched 6 solutions to overcome the limitations and shortcomings of the current rice sector.
Six solutions that IRRI important initiatives launched include: 1 / Lai create high-quality rice varieties and commercial production of specialty rice, to meet consumer preferences within the country and abroad; 2 / branding effort Vietnam rice; 3 / reduce losses before and after harvesting rice in the value chain; 4 / The mitigation of climate change at local level; 5 / Access to small-scale farmers; and 6 / policy measures to promote the strategic development of quality rice, comprehensive and sustainable.
Total cost for this set of initiatives have been proposed for the period 2015-2020 is projected at around US $ 30 million or $ 5 million / year. IRRI expected that technical assistance programs and initiatives will be funded by the Ministry of Agriculture and Rural Development, and part of the cost of technical assistance could be funded through project agricultural restructuring Vietnam is now the World Bank development, to assist Vietnam to implement the program of restructuring the rice sector towards higher added value and sustainable development for the construction of new countryside.
